Craft Talk
Rande Downer
Rande gave us a brief history about his life and working history. After a four year Germany stint in the Air Force as a mechanic, he came back to California and after more schooling, became Director of Transportation in Hemet. He then went from there to become Chief Business Officer for Orcutt School District where he remained until his eventual retirement. Once retired, he began his own consulting company that he still keeps somewhat active. Rande is a valued member and always has the best interest of the club in his heart on a daily basis.

PROGRAM
State of the City
Dave Rowlands
City Manager
The Santa Maria City Manager serves as the chief executive officer and is responsible for coordinating and oversight of the activities and operations of the City’s 10 operating departments, including approximately 700 employees, and an overall budget of $291.4 million. He directs administrative services of departments, prepares annual budgets, hires department directors, advises and assists the City Council, and networks with civic leaders to improve the community’s overall quality of life.
Questions may be directed to the City Manager’s Office, Public Information Manager at (805) 925-0951 ext. 2240.
About Dave:
Dave is a third-generation city manager, served as Fillmore’s leader since August 2013. Before that, he held the same job in Clayton, Ohio, for 13 years. His resume includes serving as deputy city manager in Novato in Marin County.
Rowlands received a bachelor of arts degree from Cal Lutheran University and a master’s degree in public administration from CSU, Stanislaus.
Since his hiring, the budget deficit has been reduced. A new police chief has been hired (and all ranks are now filled). A new gang unit is in place. Utilities are in the process of being updated. A new Econ Development coordinator has been hired. A new mandated wastewater plant is in the works. To reduce expenses, he has also eliminated 50 job vacancies.
Thank you Dave for a very informative presentation.
